Should i call the police?

It appears that someone has installed a key-logger on my computer or has figured out over 3 different passwords for three different applications and is now tampering with them. now it came to pass that i took screenshots of a few examples and figured COPS had the ability to trace I.P. through a username in a video-game (online). I would like him to stop but he keeps logging on ,forcing me off... this is annoying... Is this appropriate for Police to handle on the NON EMERGENCY landline?
