This IS a clear child safety issue. Your association with the mother as a member of the same congregation might bring up conflict of interest- you may want to recuse and ask for another caseworker to handle this. But, you could offer the new caseworker options that you might be aware of through the congregation- perhaps a group that could help with childcare, or a bulletin board where Mom can ask for help?
